To address the worries of most foreign students in France pertaining to health conditions, Yes-Asia provides information on French health insurance system |
In France, foreign students enjoy the same social benefits with the domestic students. The benefits include housing subsidies, transportation subsidies, and medical insurance and so on. Students are required to buy a medical insurance valid for one year. The medical insurance generally costs 165 euros (1 euro = approximately 8.93 yuan). To avail of the many benefits of medical insurance such as reimbursements for hospital bills, the foreign students must have a residence permit.
Students can also apply according to other needed services. Aside from the premium of 165 euros, the student can add 140 euros for the covering major surgical operations including cancer. Add 76 euros for insurance services for eye and dental problems. |

The National Social Health Insurance also covers the insured’s spouse and children. Services include a full year of free general check up of the beneficiaries. The check up for the beneficiaries is not compulsory though. If you are willing to undergo general check up, just fill out forms, send it the insurance office and then for your schedule of check up.
In applying for the National Social Health Insurance, you must have at least three months of residence in France. Submit the residence permit to the National Social Health Insurance Bureau (Caisse Centrale D’assurance). Along with the residence permit are completed application forms, personal data, passport, and student ID card (Genuine and photocopy). Documents shall be verified at the FICHE FAMILIALE D'ETAT CIVIL. If the information is correct, the service staff will inform you about when and where you may pay your account. After a few days, you will be requested to get personally your social health insurance card. (Carte d'assure social—Vitale: see *note 1)

In looking for doctors in France, you may use the directory where the names, addresses, telephone numbers and the specialization of the doctors are indicated. Usually, you must set an appointment with the doctor but when it is emergency case, you may see the doctor right away. For common cold and other minor diseases, you may consult a general doctor first. Do not forget to bring with you your health insurance card. After being examined the doctor will give you drug prescription to buy. At this juncture, inform the doctor that you have a health insurance card. The doctor will then assist you in filling out forms to avail of the benefits of the insurance. In buying your medicine, look for drug stores which are accredited by the National Social Health Insurance Bureau to avail of the benefits of the insurance. Remember to present your insurance card before paying anything. The pharmacists will automatically discount on the spot 35% ~ 100% (see Note below). Moreover, the accredited pharmacy would also give you further advice regarding the prescribed medicine. The pharmacy would also attached receipts to your cards which are required by the National Social Health Insurance Bureau when you claim for reimbursement. In cases when you bought drugs without doctor’s prescription, the accredited pharmacy can still help you avail of the insurance benefits by sending photocopy of the drugs you purchased to the National Social Health Insurance Bureau.

The cost for treating eye and dental problems in France is relatively high. But there is a way of minimizing what you pay or even allowing you a 100% subsidy. Mutuelle is a private insurance company. The payment scheme is the same with the national social health insurance which is 36-80%. The remaining payment is on conditional mode. The only difference in payment is that, Mutuelle has different factors to consider such as age, health status, and amount paid as premium. The main advantage is that, Mutuelle pays the remaining amount not covered by the national social health insurance. For instance, if a doctor charged you of 115 euros, the national social health insurance board the 70 % of it and Mutuelle pays remaining 30%.
It is also worth mentioning that there is an existing policy placing all registered college students to be recipients of one of the Student Mutual Insurance systems such as MNEF SMERRA. The premium payment is relatively cheap but availing for the benefits involves many processes and that you are not guaranteed to have 100% medical payment reimbursement. For common illnesses that cost cheap, this may be just alright, but what about serious health problems? Of course, the treatment costs great amount of money. This is where Mutuelle is of great help especially in hospitalization.

Vitale cards with IC chips gives you access to a wide array of services such as looking for doctors who shall attend to your medical and health needs, including the services and benefits offered by the national social health insurance. The card however, cannot be used in all hospitals neither do all doctors accept the use of Vitale card. Most of the hospitals and doctors in France are still clung to the traditional method. |
